Conyer's Good and Welfare Clause?

Rep. John Conyers (D-Mich.) said the individual mandate is constitutional under the "good and welfare" clause of the Constitution. I can't find that clause. Maybe someone should send the head of the judiciary committee a copy of the Constitution.
